Donnie has 20 years of experience in economic consulting. He has served as a Senior Financial Economist in the Office of Litigation Economics within the Division of Economic and Risk Analysis (DERA) at the U.S. Securities and Exchange Commission (SEC) where he was co-lead of the Division’s crypto assets group. Prior to public service, he spent 16 years at Compass Lexecon where he was a Vice President in its finance and securities practice.
During his time at the SEC, he supported the Division of Enforcement in numerous litigation actions and investigations related to a wide range of violations – for example, market manipulation, securities fraud, front-running, Ponzi schemes, insider trading, misappropriation of company funds, pump-and-dumps, and regulation best interest. He assisted the SEC in its distributions of recovered funds. Donnie provided testimony on behalf of the SEC on several actions, including testimony supporting the Commission’s successful litigation against Terraform Labs – where the SEC received a $4.5 billion verdict and a $200 million recovery to harmed investors. He assisted the DOJ, FERC, and FTC in their actions during his time at the SEC.
His areas of expertise include securities, crypto assets, blockchain technology, derivatives, structured finance, financial markets, market microstructure, and data analysis. He has consulted and directed studies on numerous engagements and actions on a wide variety of industries for Fortune 500 corporations, classes of investors, financial institutions, and government clients on issues related to damages estimation, complex structured finance products, market efficiency, regulatory requests, merger disputes, settlements, class certification, trading behavior, loss causation, fraud, materiality, and price movements.
